Two things decide how big a video is: how many pixels it has and how many bits are spent on each second of it.
Lower the bitrate and you keep the same picture size while spending less data on it. This is what the quality setting does, and it is usually the first thing to try.
Lower the resolution and you cut the pixel count itself. Going from 4K to 1080p removes three quarters of the pixels, which saves far more than bitrate alone. For anything watched on a phone it is rarely noticeable.
Combining both is how a large clip becomes something you can email.
When a file has to fit under a limit, work backwards from the limit rather than guessing at quality. Enter a target in megabytes and the bitrate is calculated from the length of your video to land close to it.
Long videos need a low bitrate to hit a small target, so a feature-length file squeezed into 25 MB will look rough. Shortening the clip or accepting a larger target gives a much better result.
Yes, and that is the point. Compression makes a file smaller by throwing away detail the eye is least likely to miss. How much you notice depends on how far you push it.
At the high setting the result is hard to tell from the original on normal viewing. At the smallest setting you will see softening in detailed or fast-moving shots. Your original file is never modified, so you can always try again with different settings.
